The Law Enforcement Training Assessment (LETA) Committee developed these objectives to assist local law enforcement agencies’ officer training at the individual and organizational level:

  • identify recommended training for selected professional positions.

  • develop a career-path based training assessment tool.

  • create a reference source for providers of training to assist them in keeping module content current.

  • create a reference source to determine training needs for the purpose of building training budget requests.

Message from Chair, LETA Committee
In 2004, the Ohio Association of Chiefs of Police, through a grant to the Law Enforcement Foundation, Inc., sought to implement a vision to further professionalize Ohio policing through training. The Law Enforcement Training Assessment (LETA) Committee developed these objectives to assist local law enforcement agencies’ officer training at the individual and organizational level:

  1. identify recommended training for selected professional positions.

  2. develop a career-path based training assessment tool.

  3. create a reference source for providers of training to assist them in keeping module content current.

  4. create a reference source to determine training needs for the purpose of building training budget requests.

During 2005-2006, in cooperation with I/O Solutions, Inc., a public safety consulting firm, the LETA Committee conducted assessments for 20 police positions. Focus groups of selected practitioner subject matter experts (SMEs) were assembled to chart a training path to foster developmental success during an officer’s career. The focus groups were a mix of police leaders and incumbent police officers in Ohio; they described their vision for tomorrow’s professional police training. The LETA Committee members are listed on a subsequent page and represent a diverse cross-section of professionals in Ohio policing; their significant contributions to this work are a reflection of their commitment to their profession and Ohio’s communities.

I would be remiss not to also acknowledge the vision and contributions of former Ohio Attorney General Jim Petro and Steven Schierholt, Esq., former Executive Director, Ohio Peace Officers Training Commission who both supported and positively influenced the further professionalization of Ohio policing.

 

While our efforts are ongoing, this final report from the LETA Committee provides a training template for the 20 police positions and implementation recommendations. It is intended to serve as a framework for agency executives, training officers and individuals to manage and make sound training decisions that support the agency’s mission.

 

We believe that in adopting this model for career path training in policing on a statewide level, Ohio agencies will provide their employees timely, career enhancing training and development while providing the highly trained police professionals our communities demand and desire. We hope you find this report useful and are pleased to provide Ohio’s police agencies this tool to grow and develop their most significant resource, our employees.
